European leaders proposed an industry-financed fund to cover costs of winding down failing euro-area banks, seeking to deepen the bloc’s integration and limit fallout from future financial crises.
Nations in the currency bloc should back the creation of a centrally managed "European Resolution Fund," according to a report prepared by European Union President Herman Van Rompuy. The fund would be financed by levies on banks and could have a credit-line to the euro area’s firewall fund for sovereigns, according to the report.
"Establishing a single resolution mechanism is indispensable," according to the report, prepared for a summit of EU leaders in Brussels Dec. 13-14. The move "would mitigate many of the current obstacles" to managing bank failure, including "national bias and cross-border cooperation frictions," the report says.
EU nations have provided €4.6 trillion ($6 trillion) of capital injections, guarantees and other support to their banks since 2008, in a bid to prevent a meltdown of the financial system following the collapse of Lehman Brothers Holdings Inc.. “The euro has profound economic advantages and is the most powerful symbol of European integration,” said not some wild-eyed dude with a joint between his lips, slouching in a café in Amsterdam, but the “Final Report“ issued by the Future of Europe Group, composed of the foreign ministers of Germany, France, Italy, Spain, the Netherlands, Poland, Belgium, Austria, Denmark, Portugal, and Luxembourg. It remains uncertain what they were smoking.
But they did fret about the future of the euro and the EU, their chef d’œuvre. To keep it glued and duct-taped together, they came up with a laundry list of recommendations concerning its governance. It included the vampire item that simply refuses to die, namely shifting sovereignty over national budgets to the European government.
To their credit—or was it just window dressing, given the uproar on the internet?—they also called for more “democratic legitimacy and accountability,” of which only trace elements are discernible in the EU government. One of the key items: “a directly elected Commission President.”
Then came the eurocrat response.
“If this is not going hand in hand with large powers for the Commission, then forget it,” said European Council President Herman Van Rompuy at a conference centered on that Final Report. It would give that top job “a huge legitimacy,” he said, but it would “organize the disappointment in advance.” Only by handing “large powers” to the Commission could a directly elected Commission President become functional.
Another step in the ongoing and ever so methodical power grab.
Just then, a 52-page draft report by the unelected European Commission President José Manuel Barroso bubbled to the surface—a continuation of his bureaucratic drive to create the United States of Europe come hell or high water.
To overcome “the crisis of confidence,” he called for “fast and deep” integration and envisioned a powerful European government. It would, for example, have the power to coordinate how Member States tax their citizens—with the unspoken goal to alleviate tax competition between countries, a recurrent complaint by high-tax countries against their lower-tax brethren. Even in the USA, the federal government doesn’t attempt to tell the states how to tax their residents. It would cause a revolt.
Barroso, building on his idea of a United States of Europe, also wants to give the Commission, his Commission, the power to veto the budgets of Member States. Imagine the White House vetoing California’s budget—OK, that budget should be vetoed because it's a sham, but it’s our sham, and we will deal with it or sink with it. White House interference would be a reason for secession.
He wants to endow that souped-up government with the ability to levy its own taxes, rather than be dependent on handouts that are determined during bitter budget negotiations by the 27 Member States. It would be a coup. It would give the European government the power to impose taxes on already overtaxed people—with little or no democratic limits.
And all that without a constitution. Because the people had voted it down by referendum [read.... Sacrificing The Will Of The People On The Altar of The Euro].
Meanwhile, Dutch Prime Minister Mark Rutte was giving interviews left and right, to reject exactly what the eurocrats were trying to push through: a federal Europe. He believed in a Europe of national states that worked together closely.

Ronald Reagan issued a last-ditch appeal to Margaret Thatcher to abandon her campaign to retake the Falklands and to hand over the islands to international peacekeepers, according to official documents made public today.
Files released by the National Archives at Kew, South West London, under the 30-year rule show that as British troops closed in on final victory, the US president made a late-night phone call to Mrs Thatcher urging her not to completely humiliate the Argentines.
However, his request fell on deaf ears as a defiant Prime Minister insisted that she had not sent a British task force across the globe just "to hand over the Queen's islands to a contact group".
Mr Reagan made his call to Mrs Thatcher in Downing Street at 11.30pm London time on May 31, 1982, as British forces were beginning the battle for Port Stanley, the Falklands capital.
The Americans had already proposed sending a joint US-Brazilian peacekeeping mission, and the president suggested that the time had come to show magnanimity.
"The best chance for peace was before complete Argentine humiliation," he told her. "As the UK now had the upper hand militarily, it should strike a deal now."

New documents obtained from the FBI and the Department of Homeland Security by the Partnership for Civil Justice and released this past week show that the FBI and other intelligence and law enforcement agencies began a campaign of monitoring, spying and disrupting the Occupy Movement at least two months before the first occupation actions began in late September 2011.
As early as August, while acknowledging that the incipient Occupy Movement was "peaceful" in nature, federal, state and local officials from the FBI, the DHS and the many Fusion Centers and Joint Terrorism Task Force centers around the country were meeting with local financial institutions and their private security organizations to plot out a strategy for countering the Occupy Movement's campaign.
Interestingly, one document obtained by PCJ from the Houston FBI office refers to what appears to have been a plan by some group, the name of which is blacked out in the released document, to determine who the leaders were of the Occupy Movement in Houston, and then to assassinate them with "suppressed" sniper rifles, meaning sniper rifles equipped with silencers.

Bloomberg's William Cohan released a provocative piece last night, headlined by the even more provocative "UBS Libor Manipulation Deserves the Death Penalty." We can only assume that Cohan is being metaphorical - after all, despite the rare occasional recent criminal charge no one has still gone to prison for the biggest coordinated manipulation of a benchmark fixed income market for years: something previously relegated to the fringes of crackpot conspiracy theories - after all, so many people were in on it, how can they possibly all keep their mouths shut - you know, the usual excuse against massive conspiracy theories, at least until they become conspiracy fact. Yet one wonders: will current and future ongoing market manipulations ever cease when there is no real deterrent: after all spending a few years in jail is certainly worth a few million in ill-gotten proceeds, even assuming the termination of a career in finance. Is Cohan being rhetorical? Or has the time for some true vigilante justice finally come? Because in a world increasingly best portrayed by the 2009 movie "The International" where one has to "go outside" a captured legal system to get real justice, is vigilantism eventually coming to every town near you, once the money illusion ends? And a bigger question - is this the main preemptive reason for the gun control push seen so vividly in recent days and months?

Oxfam has joined the tax just debate in the UK. In a new blog Chris Johnes, Director of its UK Poverty Programme has said:
Against a backdrop of tax dodging companies who shirk the need to pay into society, the JRF’s annual ‘state of the nation’ report looks particularly bleak. As the difficulties facing ordinary people increase, and pressure on Government funds rise, it is imperative we make our tax system as fair and efficient as possible.

He adds:
Not only does non-payment of tax make austerity worse and distort competition, it also underlines and reinforces wider social difference and inequality. The damage that extreme inequality does to both society and economic health has been documented extensively by the academics Richard Wilkinson and Kate Pickett, and it becomes even more pernicious as tax revenue is removed from society exactly at the moment it is most needed.
So far the Government doesn’t seem to be treating the issue with the seriousness it demands.  Apart from signing a derisory tax deal with Switzerland that does very little to prevent tax abuse and reducing staff numbers in HMRC, it denies the need for legislation promoting automatic exchange of information on individual and corporate tax matters.  Without such transparency, it’s hard to see how tax evasion and avoidance can be effectively tackled.

The UK is increasingly turning into a property speculators' haven, thanks to tax loopholes and the offshore secrecy offered by the British Virgin Islands (BVI) that hides many property transactions. We disclose the identities of some of the people secretly buying up Britain.
The Guardian's investigation with the Washington-based International Consortium of Investigative Journalists (ICIJ), covering nearly 60 sample premises, shows how anonymous buyers are taking over more and more blocks of luxury housing.
Some purchasers live abroad; other buyers live in the UK itself while they build up property empires using these artificial structures.
In 2011 alone, more than £7bn of offshore money flooded into potentially tax-exempt purchases of UK houses, flats and office blocks. Most buyers snapped up property in central London. These offshore buyers are a driving force of the capital's spiralling property prices versus the rest of the UK: since March 2009, property prices in prime central London have increased by 49% – five times more than the rest of the UK, according to estate agents Knight Frank.
In our findings, the majority of the offshore transactions used entities registered in the BVI, which accounted for £3.8bn of the total: a continuing steep rise from £2.7bn in 2010 and £1.5bn in 2009, according to Land Registry data. Smaller amounts came from similar entities registered in Jersey and the Isle of Man.

Three major tax loopholes are currently fuelling the secretive offshore property boom:
• No capital gains tax. Offshore entities, provided they are genuinely controlled and managed outside the UK, do not pay any tax on the proceeds of property speculation, unlike resident Britons.
• No inheritance tax. People living abroad, and "non-doms" who say they are only living in Britain temporarily, can legally avoid inheritance tax by buying a house in the name of an offshore entity. It is then considered to be a tax-free holding in a foreign company, not a British asset.
• No stamp duty. Anyone, British or foreign, can legally avoid up to 5% stamp duty being imposed on the next purchaser by holding their house in an offshore company. Upon sale, the company shares are transferred, not the house. The company has to be managed offshore, which also saves 0.5% duty on UK share transfers. These artificial techniques were partly outlawed by George Osborne in this year's budget, but only for the small minority of UK houses worth more than £2m.

Shredded police documents found in Macy's Thanksgiving day parade confetti

The endless streams of confetti that rained down during this year's Macy's Thanksgiving day parade was more than just your average bits of torn paper — according to New York news station WPIX-TV, parade-goers found that shredded police documents from the Nassau County police department were mixed in with the usual confetti. The shredded documents apparently contained plenty of sensitive info that was easily identifiable, including social security numbers, license plate numbers, incident reports, and even names of detectives — some of which were found to be undercover. While all of the confetti has likely been swept away by now, it's still a rather surprising mis-step for an agency in which you'd expect security to be of the highest concern.
Macy's couldn't confirm or deny whether it had used shredded police documents in the parade, saying only that it uses "commercially manufactured, multicolor confetti, not shredded paper." The Nassau County police department said that it is "very concerned about the situation," and also said it will be "conducting an investigation into this matter as well as reviewing our procedures for the disposing of sensitive documents." Regardless of how it happened, we'd expect that Macy's will be a lot more careful with its confetti next year, and that the Nassau police department will take better care of its sensitive documents in the future.

Food safety group calls for court to limit GMO seed patents

(Reuters) - Patent protection for genetically modified corn, soybeans and other crop must be limited so farmers can save their seeds and protect themselves against litigation, a public interest group said in a filing with the U.S. Supreme Court on Monday in a case involving global seed giant Monsanto Co.
The case that the high court will hear next year involving an Indiana soybean farmer Vernon Bowman is but a "microcosm of a systemic problem," and the outcome of the case could have far-reaching impacts as Monsanto and other biotech seed developers expand their dominance of agricultural seeds, according to the Center for Food Safety (CFS), which filed the amicus brief Monday in support of Bowman.
"It is a really critical moment for the court in terms of plant patenting," said CFS attorney Andrew Kimbrell. "Patenting should not interfere with a farmer's right to save seeds. They should not resell them or repackage them or become competitors of Monsanto, but the seed they buy they should be able to use them in a natural way for planting. This is not only about farmer rights, it's about farmer survival."
Monsanto and other seed developers charge premiums for their genetically altered seeds and closely guard use of the seeds carrying technological traits such as herbicide resistance. Monsanto requires growers to use the seeds only for a single crop, and prohibits them from saving the second-generation seeds from the harvested crop, ensuring farmers buy new seeds each season.

Boris Johnson has accused France of a “naked attempt to steal London’s financial crown” ahead of a battle between the European Union’s finance ministers over new powers for a Frankfurt banking supervisor.
As much as I quite like Boris for his outspoken qualities, he is a shameless opportunist and he sees in this issue, an opportunity to arouse the British general distrust of the French over issues of Europe, while appearing to beat the drum for the City of London. But what drum is he beating, and why so loud? If we can get past this juvenile diatribe of intellectual dishonesty, and focus for once on some facts, we may just begin to see the City of London in its real light. For too long, influential British politicians have routinely parroted this nonsense of the supremacy of the City of London, of the need to protect its unique place in the financial universe, the rare quality of its servants, and its importance to the UK economy, in order to justify its existence, and to provide some justification for its dubious criminogenic practices!

It is only recently, in the middle of a deep depression, predicated by the financial collapse driven by the dishonesty and greed of the banking sector, and which we are now being told will last for at least another six years, that we are focusing our minds more closely on the role and function of the Square Mile, and what many intelligent people are now asking is 'What does the City really do for us?'
